Appeal for Opinions on Plan for Partial Revision of Standards related to Radio Act

Revision of the examination standards related to fixed radio stations for broadcasting along with the reallocation of the 900MHz band frequency
  The Ministry of Internal Affairs and Communications (MIC) has compiled a plan for partial revision of the examination standards related to fixed radio stations for broadcasting along with the reallocation of the 900MHz band frequency. The MIC will hold an appeal for opinions on said plan for institutional improvement from April 14 (Sat) to May 14 (Mon), 2012

1.Outline

  The “Action Plan for Frequency Reallocation” (revised version, September 2011) states that the 950MHz band voice STL/TTL (958~960MHz) “will be switched over to the M band frequency (6570~6870MHz) or the N band frequency (7425~7750MHz) by November 30, 2015 taking into account the full-scale introduction of the 900MHz band mobile radiocommunication system, the current state of use and the expiry date of licenses of radio stations. However, in a case where the switch over to the M band or N band is difficult, the MIC shall strive to switch to the 60MHz band and 160MHz band frequencies” and that the video STL/TTL/TSL (A band (3456~3600MHz)) “shall be switched over to other microwave band for broadcasting by November 30, 2012.” Therefore, it is not expected that a new application for establishment will be made by said radio stations so that each provision in the examination standards related to the Radio Act will be deleted.
  In addition, related provisions in the examination standards related to the Radio Act will be deleted along with the full-scale switch over to terrestrial digital broadcasting.
 

2.Outline of plan for institutional improvement

  The outline of a plan for institutional improvement is as follows;
(1) Deletion of the provision on the 950MHz band voice STL/TTL (958~960MHz)
(2) Deletion of the provision on the A band (3456~3600MHz) videoSTL/TTL/TSL
(3) Development of other provisions
 

3.Guidelines for appeal for opinions, etc.

(1) Subject of appeal for opinions: The plan Partial Revision of Standards related to Radio Act
(2) Deadline of submission of opinions: 17:00PM, May 14 (Mon), 2012 (submissions by mail must arrive on said date). The plan for revision will be available for view at the following addresses and posted in the column of Press Release on the MIC website (http://www.soumu.go.jp) and the column of Public Comment on the e-government portal (e-Gov)(http://www.e-gov.go.jp).
 

4.Future plans

  The MIC will swiftly revise the examination standards based on opinions to be sent.
