Appeal for Opinions for Partial Revision of Rules for Regulations for Procedure for Obtaining a Radio Station License and Radio Act-related Examination Standards

  The Ministry of Internal Affairs and Communications (MIC) has draftedfor partial revision of Rules for　Regulations for Procedure for Obtaining a Radio Station License (Radio Regulatory Commission Rules No. 15 of November 30, 1950)　and Radio Act-related Inspection Standards (MIC official directive No. 67 of January 6, 2001). The MIC will hold an appeal for opinions on said plans for revision from April 18 (Wed) to May 17 (Thu), 2012.

1.Background

  The MIC has received a report from the Radio Regulatory Council (Chairman: Tadaaki Maeda, adviser to Tokyo Gas Co., Ltd.) held on April 11, 2012 concerning institutional improvement pertaining to the introduction of mobile communications systems using the 700MHz band and related ministerial ordinances and public notices were promulgated and enforced. In response, the MIC has drafted for partial revision of Regulations for Procedure for Obtaining a Radio Station License and Radio Act-related Inspection Standards in order to establish necessary provisions, etc.
  An appeal for opinions on said plans for provision will be held
 

2.Outline of revision

  (1) Any person who intends to establish a specified base station of mobile communications systems using the 700MHz band needs to implement promotion measures for completion, inspection standards for licenses in that case will be improved.
  (2) In addition, inspection standards pertaining to application for licenses of 3G mobile communications systems using 2GHz-band frequencies will be revised, because the use of some PHS frequencies (frequencies between 1915.7HMz and 1919.6MH) expired by the end of May, 2012.
