Results of Appeal for Opinions on Establishment of Standard Charge Index for Specified Telecommunications Services Provided by Nippon Telegraph and Telephone East Corporation and Nippon Telegraph and Telephone West Corporation

  On March 29 (Thu), 2012, the Information and Communications and Posts Administrative Council (Chairman: Atsushi Takahashi, advisor to Sumitomo Trust Bank) has received an inquiry from the Minister for Internal Affairs and Communications concerning the “establishment of standard charge index for specified telecommunications services provided by Nippon Telegraph and Telephone East Corporation and Nippon Telegraph and Telephone West Corporation.” The Council held an appeal for opinions on the establishment of standard charge index by May 1 (Tue), 2012, in response to which four opinions were submitted and they are officially announced herein.

1.Outline of system

  With regard to fees for subscribed telephones, etc. provided by Nippon Telegraph and Telephone East Corporation and Nippon Telegraph and Telephone West Corporation (hereinafter “NTT East and West”), the price cap system has been introduced since October 1, 2000. The Ministry of Internal Affairs and Communications (MIC) establishes the standard charge index that indicates the maximum rate level in the price cap system.
  NTT East and West may establish and change fees for subscribed telephones, etc. by only submitting notifications provided that the fees do not exceed the standard charge index. However, it is required to obtain an approval from the Minister for Internal Affairs and Communications when NTT East and West intend to establish fees that exceed the standard charge index.  
  The expected productivity improvement rate (X value) that is required when establishing the standard charge index indicating the maximum rate level is supposed to be revised every three years, and the term for application of the current X value expires at the end of September 2012. Therefore, X value for the next term will be calculated and a standard charge index applied from October 1, 2012 to September 30, 2013 will be established.
 

2.Opinions submitted

  The content of the opinions submitted will be posted in the column of “public comments” on the e-government portal (e-Gov) (http://www.e-gov.go.jp) and also provided for inspection at the General Affairs Division, Information and Communications Bureau, MIC (MIC 11F) as soon as preparations complete.
 

3.Future plans

  This establishment of standard charge index will be investigated and deliberated based on the opinions submitted and a report will be submitted to the Minister for Internal Affairs and Communications.
