Official Announcement of “Results of FY2011 Surveys on Actual Radio Spectrum Usage” and Appeal for Opinions on “Draft Evaluation Results of FY2011 Survey on Actual Radio Spectrum Usage”

1.Purpose of surveys and evaluations

  The MIC has conducted the surveys on actual radio spectrum usage and the evaluations on actual radio spectrum usage based on them every year pursuant to the provision of Article 26-2 of the Radio Act (Act No. 131 of 1950) since 2003 with a view to promoting measures contributing to effective use of radio spectrum such as the change of the Frequency Assignment Plan in a comprehensive and systematic manner.
   (Reference) The surveys are conducted every three years concerning the following frequency bands
  - Frequency bands lower than 770MHz
  - Frequency bands over 770MHz and lower than 3.4GHz
  - Frequency bands over 3.4GHz
 

2.Outline of surveys

  (1) Subject of surveys
  Radio stations which use frequencies lower than 770MHz and are established by the government, local public bodies and private companies as of March 1, 2011
  (2) Matters for survey and survey method
  Matters for survey and survey method prescribed in the Ministerial Ordinance concerning Surveys on Actual Radio Spectrum Usage, etc. (Ministerial Ordinance of MIC No.110 of 2002)

  Results of the FY2011 Surveys on Actual Radio Spectrum Usage *The results will be provided for reading at the contact listed at the bottom and posted in the column of “press release” on the MIC website (http://www.soumu.go.jp/).
 

4.Guidelines for appeal for opinions

  (1) Subject of appeal for opinions
  Draft evaluation results of the FY2011 Surveys on Actual Radio Spectrum Usage
  The draft evaluation results will be provided for reading at the contact listed at the bottom and posted in the column of “press release” on the MIC website (http://www.soumu.go.jp) and the column of “public comments” on the e-government portal (e-Gov) (http://www.e-gov.go.jp).
  (2) Deadline of appeal for opinions
   June 18 (Mon), 2012, 17:00PM (Submission by mail must also arrive by this date)
 

5.Future plans

  Based on results of this appeal for opinions, the MIC will submit an inquiry to the Radio Regulatory Council to be held on July 11 (Wed), 2012 concerning the evaluations of the FY2011 Actual Radio Spectrum Usage and their results will be officially announced.
