Guidelines for Operation of the Fair Competition Review System for Promoting Broadband Dissemination and Official Announcement of Provisional Verification Results based on this System

  From February 18 to March 19, 2012, the Ministry of Internal Affairs and Communications (MIC) held an appeal for opinions on the “draft guidelines for operation of the fair competition review system for promoting broadband dissemination” and the “draft provisional verification results based on the fair competition review system for promoting broadband dissemination (verification concerning the state of efforts related to the promotion of broadband dissemination).” These guidelines have been formulated based on the results of the appeal for opinions and these provisional verification results have been compiled, and they are officially announced herein.

1.Background, etc.

  In response to the report from the Information and Communications Council titled “State of Environmental Maintenance for Promoting Broadband Dissemination” (December 20, 2011), the MIC is supposed to operate the “fair competition review system for promoting broadband dissemination” in order to comprehensively verify the degree of achievement of indexes related to broadband dissemination and the state of compliance with the fair competition requirements from a perspective of endeavoring to promote broadband dissemination through ensuring of fair competition environments in the telecommunications business field.
  From February 18 to March 19, 2012, an appeal for opinions was held concerning the “draft guidelines for operation of the fair competition review system for promoting broadband dissemination” and the “draft provisional verification results based on the fair competition review system for promoting broadband dissemination (verification concerning the state of efforts related to the promotion of broadband dissemination).” Eleven and seven opinions were submitted to the draft guidelines and the draft provisional verification results, respectively.
  The MIC has formulated the guidelines and compiled the provisional verification results based on the opinions submitted in response to the appeal for opinions and they are officially announced herein.
 

2.Results of appeal for opinions

  The opinions submitted with respect to the draft guidelines and the draft verification results and the MIC’s views on them will be posted in the column of “press release” on the MIC website (http://www.soumu.go.jp) and the column of “public comments” on the e-government portal (e-Gov) (http://www.e-gov.go.jp) and also distributed at counters of contact.
 

3.Future plans

  The MIC is supposed to operate the “fair competition review system for promoting broadband dissemination” in line with the guidelines from this fiscal year. The MIC will consider to review the guidelines where necessary based on the state of operation of verification based on this system and verification results and will comprehensively verify them as described in the “basic policy” for promoting broadband dissemination (formulated and officially announced in December 2010) in conjunction with the FY2014 verification.
