Official Announcement of Report from “Research Society for Repletion of Broadcasting aimed at Persons with Seeing/Hearing Impairments in the Digital Broadcasting Age”

  The Ministry of Internal Affairs and Communications (MIC) has held “Research Society for Repletion of Broadcasting aimed at Persons with Seeing/Hearing Impairments in the Digital Broadcasting Age” (Chairman: Hiroshi Takahashi, Professor of Graduate School of Health and Welfare Sciences, International University of Health and Welfare) since January 13, 2012 with a view to contributing to planning and designing measures for enhancing broadcasting aimed at persons with seeing/hearing impairments including the review of the “administrative guidelines for dissemination of broadcasting aimed at persons with seeing/hearing impairments” prescribing the dissemination targets of closed-captioned broadcasting and broadcasting with commentary. A report from this Research Society has been compiled and it is officially announced herein.

1.Background, etc.

  In October 2007, the MIC has formulated the “administrative guidelines for dissemination of broadcasting aimed at persons with seeing/hearing impairments” prescribing the dissemination targets of closed-captioned broadcasting and broadcasting with commentary from FY2008 to FY2017 and promoted efforts toward the acceleration of dissemination of broadcasting aimed at persons with seeing/hearing impairments such as closed-captioned broadcasting, etc.
  Situations surrounding broadcasting aimed at persons with seeing/hearing impairments have changed as seen in the termination of analogue television broadcasting, progress of information and communications technology, enactment of the revised Basic Act for the Disabled Persons. In addition, in response to the occurrence of the Great East Japan Earthquake, it is an urgent issue to further promote efforts for environmental development where persons with seeing/hearing impairments can unfailingly acquire information through broadcasting not only in peacetime but also at the time of extraordinary disaster.
  The Research Society has discussed and deliberated on the acquisition of information by persons with seeing/hearing impairments thorough future broadcasting based on current state and issues of this broadcasting aimed at persons with seeing/hearing impairments and a report has been compiled.
