Establishment of Standard Charge Index for Specified Telecommunications Services Provided by Nippon Telegraph and Telephone East Corporation and Nippon Telegraph and Telephone West Corporation

1.Background

  With regard to fees for subscribed telephones, etc. provided by Nippon Telegraph and Telephone East Corporation and Nippon Telegraph and Telephone West Corporation, the price cap system has been introduced since October 1, 2000. The MIC establishes the standard charge index that indicates the maximum rate level in the price cap system. The expected productivity improvement rate (X value) that is required in establishing the standard charge index indicating the maximum rate level is supposed to be revised every three years, and the time limit for application of the current X value will expire at the end of September 2012. Therefore, an X value for the next application term will be calculated and a standard charge index applied from October 1, 2012 to September 30, 2013 will be established.
  On March 29, 2012, the MIC submitted an inquiry to the Information and Communications and Posts Administrative Council concerning the “establishment of standard charge index for specified telecommunications services provided by Nippon Telegraph and Telephone East Corporation and Nippon Telegraph and Telephone West Corporation” and the Council held an appeal for opinions from March 30 to May 1, 2012.
 

2.Report

  The Information and Communications and Posts Administrative Council has issued a report stating its approval of the inquiry based on the results of the appeal for opinions on the “establishment of standard charge index for specified telecommunications services provided by Nippon Telegraph and Telephone East Corporation and Nippon Telegraph and Telephone West Corporation.”
　

3.Future plans

　　Based on this report, the MIC will notify Nippon Telegraph and Telephone East Corporation and Nippon Telegraph and Telephone West Corporation of the standard charge index by the last day of June 2012 through necessary procedures.
