Report from the Information and Communications and Posts Administrative Council concerning Partial Revision of the Regulations for Telecommunications Facilities for Telecommunications Business, etc., and Results of Appeal for Opinions on Draft Ministerial Ordinance to be Revised, etc.

  The Ministry of Internal Affairs and Communications (MIC) submitted an inquiry to the Information and Communications and Posts Administrative Council (Chairman: Atsushi Takahashi, Advisor to Sumitomo Trust Bank) concerning a draft ministerial ordinance for partial revision of the Regulations for Telecommunications Facilities for Telecommunications Business (Ministerial Ordinance of MPT No.30 of 1985) to improve provisions for safety and reliability of telecommunications facilities. On May 29, 2012, the MIC received a report stating its approval of the revision as inquired.
   In addition, an appeal for opinions on the draft ministerial ordinance inquired and other related draft public notices was held from March 30 to May 1, 2012, and two opinions were submitted in response to the appeal for opinions. The opinions submitted and the MIC’s views on them are officially announced herein.

1.Background and outline of revision

  The Information and Communications Council has deliberated on measures for strengthening safety and reliability of telecommunications facilities from September 2011, as communications infrastructures were congested and damaged in wide areas due to the Great East Japan Earthquake and communication means were disconnected in mountainous areas and rural communities due to the damage caused by wind and flood of Typhoon No.12 last year, and a partial report was received in February 2012.
  The MIC has decided to improve provisions on safety and reliability of telecommunications facilities based on the report and submitted an inquiry to the Information and Communications and Posts Administrative Council concerning matters that need to be inquired to the Council among the draft ministerial ordinance for partial revision of the Regulations for Telecommunications Facilities for Telecommunications Business, etc. on March 29, 2012.
  The MIC received a report from the Council on May 29, 2012. The MIC also held an appeal for opinions on the draft ministerial ordinance inquired, etc. from March 30 to May 1, 2012.
 

2.Future plans

  The MIC will swiftly revise the ministerial ordinance, etc. based on this report, etc.
