Public Appeal for Proposals related to R&D for Expansion of Radio Frequency Resources in FY2012
From June 8 (Fri) to July 9 (Mon), 2012, the Ministry of Internal Affairs and Communications (MIC) will hold a public appeal for proposals on each technical thesis established in the basic plan with regard to three new theses of R&D to be initiated for expansion of radio frequency resources.
1.R&D thesis subject to public appeal for proposals, etc.
The MIC is planning to conduct this R&D using the source of radio spectrum usage fee, and will hold a public appeal for proposals on R&D and adopt them after designating theses of R&D which contribute to the expansion of radio frequency resources. The MIC will consign them to research institutions. This public appeal solicits proposals on the theses of R&D (I to III) shown in the following table.
Although the upper limit of planned amount of implementation in the first year is expected to be as prescribed in the table, the MIC will confirm it based on results of external evaluations, etc. The period of implementation is a rough plan.
It is allowed to submit proposals on one or more technical theses among the theses of R&D in the following table. However, it is necessary to create a written proposal for each technical thesis if you submit proposals on two or more technical theses.
A person who conducts each technical thesis shall establish a joint research system or research cooperation system necessary for achieving the objectives listed in the basic plan and producing practical results. A person who conducts the technical thesis a) shall, in principle, summarize the entire theses of R&D (this may be changed in accordance with coordination among persons who conduct each thesis).
The number of theses to be adopted shall be, in principle, one for each technical thesis.

2.Period for public appeal for proposals
June 8 (Fri) to July 9 (Mon), 2012
3.Application method
(1) Please confirm the guidelines for proposals for more details such as the outline of public appeal and qualification requirements. Please prepare a set of written proposals in accordance with a prescribed format provided for in the guidelines for creating written proposals before making an application.
(2) Please make an on-line application by entering application information using the Cross-ministerial R&D Management System (e-Rad) (please complete all operations for application on e-Rad by July 9 (Mon), 2012, 17:00 PM). *It may take more than two weeks for the registration procedures of research institutions so please make an application early to give plenty of time when applying through e-Rad. Please check (http://www.e-rad .go.jp) for e-Rad.
(3) At the same time as you make an application through e-Rad, please send a written proposal, a copy thereof and a set of other necessary documents for proposal (for more detail, please see the guidelines for preparing written proposals) to the department in charge in the MIC (they must arrive no later than July 9 (Mon), 2012).
*In the case of a joint research, a representative research institution shall compile written proposal and submit it to the MIC.
4.Selection of trustees
The MIC is responsible for selecting trustees based on results of external evaluations.
5.Future schedule
The future schedule is as described below. However, it may change due to the status of external evaluations, etc.
June 8: Start of public appeal
July 9: Deadline of public appeal
Early August: External evaluations and selection of research institutions as consignee candidates
Late August: Sending of a letter of acceptance/rejection
After notification of acceptance: A research consignment contract will be concluded immediately after the coordination with research
institution completes, and R&D will be conducted.

Please make an inquiry concerning the content, etc. of each R&D thesis and technical thesis to each department in charge.
