Authorization of Change to the NHK Broadcasting Reception Rules
Revision of receiver’s fees, etc.
On June 13, 2012, the Ministry of Internal Affairs and Communications (MIC) submitted an inquiry to the Radio Regulatory Council (Chairman: Tadaaki Maeda, Adviser to Tokyo Gas Co., Ltd.) concerning authorization for a change to the NHK Broadcasting Reception Rules (hereinafter “Reception Rules”) applied by NHK (President: Masayuki Matsumoto) based on the provision of Article 64, Paragraph 3 of the Broadcast Act (Act No.132 of 1950), and a report was received from the Council stating its approval as inquired. In response to this report, this matter is authorized as of June 13, 2012.
1.Content of change
The following contents of the Reception Rules are changed and related provisions are improved.
(1) Revision of broadcast receiver’s fees

*The receiver’s fee for special contractor paid by continuous transfer shall not be changed.
The fees in Table 2 shall apply to Okinawa Prefecture.

The fees in Table 1 shall apply to special contract.
(2) Upgrading of submission method of broadcasting reception contract
The provisions will be improved so that broadcasting reception contracts may be submitted in writing, and via telephone and Internet.
(3) Upgrading of payment method of receiver’s fees
The provisions will be improved so that the payment of receiver’s fees through settlement services provided by business operators other than credit-card companies may be accepted.
(4) Improvement of provisions related to procedures for notification of address change, etc.
The provisions will be improved so that, in the case where an address on the reception contract and an actual address of a contractor are different but NHK could identify the address of said contractor by an investigation made by a public institution, procedures for address change by said contractor may be omitted.
(5) Improvement of provisions related to settlement of receiver’s fee
The provisions will be improved so that, in the case where a receiver’s fee is overpaid due to the revision of receiver’s fee, etc., the amount overpaid may be credited to the following payment.
(6) Termination of transitional measures for general contracts and satellite general contracts
The provisions will be improved so that the handling of this contract for “general contractors” or “satellite general contractors” may terminate by March 31, 2013.
2.Period of implementation
This change will be enforced from October 1, 2012.
