Authorization of Abolition of the Agreement on International Relay Broadcasting of NHK and Authorization of Abolition of the Broadcasting Stations which Provide International Relay Broadcasting Belonging to NHK

  On June 13, 2012, the Ministry of Internal Affairs and Communications (MIC) submitted an inquiry to the Radio Regulatory Council (Chairman: Tadaaki Maeda, Adviser to Tokyo Gas Co., Ltd.) concerning an authorization of abolition of the Agreement on International Relay Broadcasting of NHK applied by NHK (President: Masayuki Matsumoto) based on the provision of Article 20, Paragraph 8 of the Broadcast Act (Act No.132 of 1950) as applied mutatis mutandis in Article 65, Paragraph 5 of said Act and an authorization of abolition of the broadcasting stations which provide international relay broadcasting belonging to NHK applied by NHK based on the provision of Article 86, Paragraph 1 of said Act, and a report was received from the Council stating its approval as inquired.
 

1.Outline

  (1) Authorization of abolition of the Agreement on International Relay Broadcasting
  1. Outline of application
  NHK has concluded the Agreement on International Relay Broadcasting (Article 20, Paragraph 2, Item (i) and Article 65, Paragraph 4 of the Broadcast Act) with Canadian Broadcasting Corporation (CBC) since 1988 to implement reception environment improvement of international radio broadcasting. According to the Agreement, CBC has broadcasted NHK’s broadcast programs (switching relay broadcasting) and, in exchange for that, a core broadcasting station (Yamata Transmitting Station) belonging to NHK has broadcasted CBC’s broadcast programs (international relay broadcasting).
  NHK has applied for an authorization of abolition of the Agreement with CBC based on the provision of Article 20, Paragraph 8 of the Radio Act as applied mutatis mutandis in Article 65, Paragraph 5 of said Act along with the complete abolition of international radio broadcasting (production of radio programs) by CBC.

  2. Results of examinations
  NHK is planning to take alternative measures for continuing to provide NHK international radio broadcasting for Central America so that there will be little effect on listeners of NHK international radio broadcasting. Therefore, the abolition of the Agreement is recognized to be appropriate and it is authorized as applied.

  (2) Authorization of abolition of the broadcasting stations which provide international relay broadcasting belonging to NHK

  1. Outline of application
  There will be no foreign broadcasters which provide international relay broadcasting using Yamata Transmitting Station due to the abolition of the Agreement on International Relay Broadcasting with CBC. Therefore, NHK has applied for an authorization of abolition of the broadcasting stations which provide international relay broadcasting belonging to NHK.

  2. Results of examinations
  The application for authorization made by NHK related to this matter is based on the abolition of broadcasting of a foreign broadcaster and it will not affect NHK’s international broadcasting. Therefore, the abolition of the core broadcasting station is recognized to be appropriate and its abolition is authorized as applied.
 

2.Future plans

  The MIC authorizes the abolition of the Agreement on International Relay Broadcasting of NHK and the abolition of the core broadcasting station which provides international relay broadcasting belonging to NHK as of June 13, 2012 based on the report from the Radio Regulatory Council today.
