Inquiry to and Report from the Radio Regulatory Council related to Draft Partial Change of the Plan for the Available Frequencies Allocated for Core Broadcasting and Results of Appeal for Opinions
Establishment of new relay stations for terrestrial digital television broadcasting in Tochigi and Shizuoka Prefectures
The Ministry of Internal Affair and Communications (MIC) submitted an inquiry to the Radio Regulatory Council (Chairman: Tadaaki Maeda, Advisor to Tokyo Gas Co., Ltd.) on June 13, 2012 concerning the draft partial change of the Plan for the Available Frequencies Allocated for Core Broadcasting (Public Notice of MPT No.661 of 1988) and a report was received from the Council stating its approval for the original plan.
An appeal for opinions on this draft partial change was held from April 11 (Wed) to May 10 (Thu), 2012 and from May 12 (Sat) to June 11 (Mon), 2012, in response to which five opinions were submitted. The opinions submitted and the MIC’s views on them are officially announced herein. The MIC will swiftly change the Plan for the Available Frequencies Allocated for Core Broadcasting based on said report and the results of the appeal for opinions.
1.Reason for change
Currently, there are areas where the reception of terrestrial digital television broadcasting is poor in the Nasu area, Tochigi Prefecture and the east Izu area, Shizuoka Prefecture. Temporal countermeasures via satellite have been implemented in those areas. The establishment of relay stations for terrestrial digital television broadcasting is planned in a way that the good reception of terrestrial digital television broadcasting becomes possible permanently in both areas.
The MIC has made a judgment, as a result of its deliberations, that it is appropriate to establish relay stations for terrestrial digital television broadcasting to solve bad reception in both areas so that the Plan for the Available Frequencies Allocated for Core Broadcasting will be changed partially.

3.Report and results of appeal for opinions
(1) On June 13, 2012, an inquiry on the draft partial change was submitted to the Radio Regulatory Council and a report was received from the Council stating its approval for the original plan.
(2) The appeals for opinions on the draft partial change was held from April 11 (Wed) to May 10 (Thu), 2012 for the east Izu area, Shizuoka Prefecture, and from May 12 (Sat) to June 11 (Mon), 2012 for the Nasu area, Tochigi Prefecture, in response to which five opinions was submitted.
4.Future plans
The MIC will swiftly change the Plan for the Available Frequencies Allocated for Core Broadcasting based on the report from the Radio Regulatory Council and the results of the appeals for opinions.
