Report from the Radio Regulatory Council related to Draft Ministerial Ordinance for Partial Revision of the Ordinance Regulating Radio Equipment and the Ordinance Concerning Technical Regulations Conformity Certification of Specified Radio Equipment and Results of Appeal for Opinions
Institutional improvement for specified radio microphones aiming to a frequency change
On June 13, 2012, the Ministry of Internal Affairs and Communications (MIC) submitted an inquiry to the Radio Regulatory Council (Chairman: Tadaaki Maeda, Advisor to Tokyo Gas Co., Ltd.) concerning the draft ministerial ordinance for partial revision of the Ordinance Regulating Radio Equipment and the Ordinance Concerning Technical Regulations Conformity Certifications of Specified Radio Equipment, etc. to carry out institutional improvement for switching over of a frequency of specified radio microphones, and a report was received from the Council stating its approval for the original plan.
An appeal for opinions on related draft ministerial ordinances and draft public notices were held, and in response to which four opinions were submitted. The opinions submitted and the MIC’s views on them are officially announced herein.
1.Background
Specified radio microphones were institutionalized in 1989 as radio microphones of high-quality sound used in production of broadcasting programs, concerts, stages of theaters, event sites, etc. and have broadly been used in accordance with various needs.
The Action Plan for Spectrum Reallocation revised in September 2011 states that deliberations and works toward the switching over of frequencies shall be made by pushing forward technical deliberations on the switching over of frequencies considering an option over which the frequency will be switched as white space of a frequency range for terrestrial television broadcasting or the 1.2GHz band based on the basic guidelines for allocation of 700/900MHz-band frequencies in order to ensure frequencies for mobile radiocommunication in the 700MHz band.
In view of these circumstances, the Mobile Communications System Subcommittee, Department on Information and Communications Technology, Information and Communications Council has deliberated on technical requirements for switching over, etc. of frequencies of specified radio microphones from January 2012 and a partial report was received from this Council on April 25, 2012 as a result of its deliberations.
This case relates to the revision, etc. of Ministerial Ordinances related to the Radio Act as follows to prescribe technical standards necessary for switching over, etc. of frequencies of specified radio microphones based on said report.

3.Report from the Radio Regulatory Council
On June 13, 2012, an inquiry was submitted to the Radio Regulatory Council concerning the Draft Ministerial Ordinance for Partial Revision of the Ordinance Regulating Radio Equipment and the Ordinance Concerning Technical Regulations Conformity Certifications of Specified Radio Equipment, and a report was received from the Council stating its approval for the original plan.
4.Future plans
The MIC will swiftly revise the related ministerial ordinances, etc. based on the report from the Radio Regulatory Council.
