Start of Receipt of Third Applications for “Project to Promote Computerization in Disaster Regions” in Great East Japan Earthquake Reconstruction Measures (Initial Budget for FY2012)

  The Ministry of Internal Affairs and Communications (MIC) has started to receive third applications for “Project Promoting Computerization in Disaster Region” (hereinafter “this project”) related to the budget for FY2012 which provides partial subsidization to costs required for projects for use and utilization of information and communications technology (ICT) to efficiently and effectively solve issues of local public bodies in the disaster regions through the use and utilization of ICT with a view to accelerate reconstruction from the Great East Japan Earthquake and it is officially announced herein.
  On February 10, 2012, the Reconstruction Agency was launched. The Reconstruction Agency and Reconstruction Bureaus play a leading role in reconstruction so that recovery and reconstruction in the disaster regions would be further accelerated. To be specific, they receive requests from the disaster regions in an integrated manner and budget reconstruction projects collectively based on these requests. In addition, the Reconstruction Agency and Reconstruction Bureaus allocate budgets to related agencies and ministries after assigning specific amount to each project based on requests from the disaster regions when budgets are implemented.
  For these reasons, the Reconstruction Agency and Reconstruction Bureaus will be responsible for a series of procedures related to the allocation of budgets such as surveys on requests concerning this project budgeted collectively to the Reconstruction Agency so that requests from the disaster regions are smoothly consolidated.

  1.Outline  
  (1) Groups targeted in this project  
  Special local public bodies (including special district authorities and wide area unions) and related bodies (hereinafter, “specific local public bodies, etc.”) in Article 4, Clause 1 of the Law on Special Great East Japan Earthquake Reconstruction Areas (Act No. 122 of 2011)
  *Conditions may be attached to each individual subsidized project.

  (2) Details of subsidized projects  
  This Project will subsidize the following projects, as established in Article 3, Clause 1 (1), (2), (4) and (6) A of the “Guidelines for issuance of subsidiary aid covering expenses in projects for beneficial use of information and communications technology”, which promote reconstruction in the disaster region by supporting initiatives for efficient and effective solutions for challenges faced by specific local public bodies, etc. through beneficial use of information and communications technology (ICT).

  A. Project for construction of basic medical information links in Tohoku region
  B. Project to regenerate and reinforce regional ICT bonds
  C.Project for construction of disaster information collaboration infrastructure (Project for construction of disaster-resilient information collaboration system)]
Note: In the cost of facilities in Appended Table of the guidelines for grant, (b) transmission line facilities, (d) wireless access equipment, (e) transmitting and receiving antenna, (f) transmitting and receiving equipment and (i) iron tower are excluded
  D. Project for basic maintenance of broadband in disaster region
