Establishment and Notification of Standard Charge Index for Specified Telecommunications Services Provided by Nippon Telegraph and Telephone East Corporation and Nippon Telegraph and Telephone West Corporation
On June 29, 2012, the Ministry of Internal Affairs and Communications (MIC) set the standard charge index that indicates the maximum rate level for specified telecommunications services provided by Nippon Telegraph and Telephone East Corporation and Nippon Telegraph and Telephone West Corporation and notified the two companies of this matter.
1.Outline
With regard to charges for subscriber telephones, etc. provided by Nippon Telegraph and Telephone East Corporation and Nippon Telegraph and Telephone West Corporation (hereinafter “NTT East and NTT West”), the MIC sets the maximum rate level (standard charge index) for each service category.
The MIC established a standard charge index to be applied from October 1, 2012 to September 30, 2013 and notified it to NTT East and NTT West on June 29, 2012.
2.Background
The MIC has held the “Research Society concerning Use of Price Caps” since November 2011 to gather basic ideas on use of price caps before the establishment of the standard charge index. After that, the MIC submitted an inquiry on use of price caps system to the Information and Communications and Posts Administrative Council on March 29, 2012, and received a report from the Council on May 29, 2012 to the effect that the contents of the inquiry is appropriate. In addition, the establishment of the standard charge index was approved by the Cabinet Ministers Meeting on Prices on June 27, 2012.
