Appeal for Opinions on “Draft Interim Report from Investigative Commission for Promotion of Effective Use of Radio Spectrum”

  The Ministry of Internal Affairs and Communications (MIC) holds “Investigative Commission for Promotion of Effective Use of Radio Spectrum” (Chairman: Norihisa Doi, Professor of Research and Development Initiatives, Chuo University) in order to investigate various problems and specific policy for the effective use of radio spectrum. From July 6 (Fri) to July 31 (Tue), 2012, the MIC will hold an appeal for opinions on a draft interim report from the Investigative Commission.

1.Background

  The MIC has held “Investigative Commission for Promotion of Effective Use of Radio Spectrum” (hereinafter “Investigative Commission”) from April 11, 2012 to advance investigations on various problems and specific policy for effective use of radio spectrum, and the Investigative Commission has compiled a draft interim report.
  The MIC will hold an appeal for opinions on the “draft interim report from the Investigative Commission for Promotion of Effective Use of Radio Spectrum.” This draft interim report includes points in issue and a direction of future discussions at the Investigative Commission with respect to “the state of utilization of radio spectrum usage fees” based on discussions on “the flexible review of the regulations to make them suitable for new environment of the use of radio spectrum” and on “the promotion of effective use of radio spectrum from an user’s standpoint.”
  The MIC will continuously advance discussions toward compilation of a final report by December 2012 based on the draft interim report and public opinions.
 

2.Appeal for opinions

  (1) Subject: Draft Interim Report from the Investigative Commission for Promotion of Effective Use of Radio Spectrum
  (2) Deadline of submission: July 31 (Tue), 2012, 12:00PM (without fail)
  This appeal for opinions will be posted in the column of “press release” on the MIC website (http://www.soumu.go.jp) and the column of “public comments” on the e-government portal (e-Gov) (http://www.e-gov.go.jp) and also distributed at counters of contact.
 

3.Matters to remember

  (1) Handling of opinions 
  Opinions submitted will be used as reference for the interim report. The content of opinions will be compiled after the period of the appeal for opinions expires and officially announced. At that time, information such as names and affiliations (in the case of corporations, their names) of persons who submitted opinions will also be necessary to be announced officially. If you have any inconvenience about this official announcement, please contact the Secretariat. Please be reminded that we are not able to provide any answer to each opinion.

  (2) Hearing of content of opinions
  We may ask persons who submit opinions to provide explanations on them at Investigative Commission in order to ascertain the content of opinions submitted in detail. Please be reminded that the Secretariat will contact you in advance, when we ask you to provide explanations. We are not responsible for covering transportation expenses, etc. incurred for the participation in a hearing.
