Appeal for Opinions on Operation of the Fair Competition Review System for Promoting Broadband Dissemination

1.Objective

  The MIC shall operate the “fair competition review system for promoting broadband dissemination” from this fiscal year in order to comprehensively verify the degree of achievement of indexes related to broadband dissemination and the state of compliance with the fair competition requirements based on the “guidelines for operation of the fair competition review system for promoting broadband dissemination (formulated and officially announced in May 2012, hereinafter “guidelines”)”
  From July 7 (Sat) to August 8 (Wed), 2012, the MIC will hold an appeal for opinions on the matters subject to “3. Verification concerning the state of compliance of NTT East, NTT West, etc. with the regulations” in the guidelines before conducting verification on the state of compliance of NTT East, NTT West, etc. with the regulations among the verification based on the review system in this fiscal year.
 

2.Guidelines for appeal for opinions

  Subject of appeal for opinions: Matters to be verified listed in “3. Verification concerning the state of compliance of NTT East, NTT West, etc. with the regulations” in the guidelines (Please be reminded that the subject of the appeal for opinions is not effectiveness or appropriateness of the system but appropriateness of the system operation).
  Deadline for appeal for opinions: August 8 (Wed), 2012, PM5:00 (submissions by mail must also arrive by this date)
  This appeal for opinions will be posted in the column of “press release” on the MIC website (http://www.soumu.go.jp) and the column of “public comments” on the e-government portal (e-Gov) (http://www.e-gov.go.jp) and also distributed at the Telecommunications Policy Division, Telecommunications Business Department, Telecommunications Bureau.
 

3.Future plans

  The MIC will hold a repeat appeal for opinions on opinions submitted where necessary based on results of this appeal for opinions. 
  The MIC will later verify the state of compliance of NTT East, NTT West, etc. with the regulations based on the fair competition review system with reference to opinions submitted, etc.
