Report from the Information and Communications Council Concerning “Promotion of Digital Content Trading” and “State of Legal Systems to Strengthen the Competitiveness of Contents” (Inquiry No.8 of January 28, 2004 and Inquiry No.12 of June 14, 2007)
On July 25, 2012, the Ministry of Internal Affairs and Communications (MIC) received a report from the Information and Communications Council (Chairman: Takuma Otoshi, Top Advisor to Japan IBM) concerning the “promotion of digital content trading” and the “state of legal systems to strengthen the competitiveness of contents” (Inquiry No.8 of January 28, 2004 and Inquiry No.12 of June 14, 2007). The outline is as follows.
1.Background of deliberations
The “Subcommittee for Promoting Digital Content Trading” (Chief investigator: Jun Murai, Professor of Keio University) was established in September 2006 for the purpose of efficiently and intensively deliberating on the “promotion of digital content trading” among the “state of use and utilization of terrestrial digital broadcasting and roles to be played by the government for dissemination thereof” as inquired in January 2004. In addition, the Subcommittee received an inquiry on the “state of legal systems to strengthen the competitiveness of contents” in June 2007 and has deliberated on it.
The three interim reports submitted so far make proposals on a copy control method of digital broadcasting and improvement of a means for its assurance (enforcement), and measures for promoting circulation of digital contents.
The final report suggests the state of measures for strengthening production and trading of contents and of digital content protection in accordance with recent changes of forms of producing and trading contents.
2.Future plans
The MIC will continue to make efforts for promoting digital content trading based on this report.
