Appeal for opinions on draft report
On July 24 (Tue), 2012, the Information and Communications Council (Chairman: Takuma Otoshi, Senior Advisor, IBM Japan, Ltd.) has compiled a draft report on the “state of calculation of connection charges in FY2013 and beyond based on the long-run incremental cost model.”
An appeal for opinions on this draft report will be held from July 26 (Thu) to August 31 (Fri), 2012.
1.Background, etc.
The Information and Communications Council has conducted investigations and deliberations at the Telecommunications Business Policy Committee and the Interconnection Policy Subcommittee in response to an inquiry submitted by the Minster for Internal Affairs and Communications on April 17 (Tue), 2012 concerning the state of calculation of connection charges in FY2013 and beyond based on the long-run incremental cost model.
At the 22ndTelecommunications Business Policy Committee held on July 24 (Tue), 2012, a draft report on said inquiry was compiled. An appeal for opinions on this draft report will be held from July 26 (Thu) to August 31 (Fri), 2012.
2.Guidelines for appeal for opinions
Subject of appeal for opinions: Draft report on the “state of calculation of connection charges in FY2013 and beyond based on the long-run incremental cost model” Deadline for appeal for opinions: August 31 (Fri), 2012, PM5:00 (submissions by mail must also arrive by this date)
The subject of appeal for opinions will be posted in the column of “press release” on the MIC website (http://www.soumu.go.jp) and the column of “public comments” on the e-government portal (e-Gov) (http://www.e-gov.go.jp), and also provided for inspection at the Tariff and Telecommunications Access Policy Division, Telecommunications Bureau, MIC (Central Gov’t Building No.2 10F).
3.Future plans
Investigations and deliberations on this draft report will be carried out based on opinions submitted and a report will be submitted to the Minster for Internal Affairs and Communications.
