Results of Appeal for Opinions on Draft Partial Revision of Public Notice Prescribing Structure of and Sending Procedures for Related Information, Sending Procedures for PES Packet, Section Format, TS Packet, IP Packet and TLV Packet, Structure of Transmission Control Signals and Identifiers, and Structure of Emergency Information Descriptors
From June 19 (Tue) to July 18 (Wed), 2012, the Ministry of Internal Affairs and Communications (MIC) held appeal for opinions on a draft public notice for partial revision of the “subject prescribing structure of and sending procedures for related information, sending procedures for PES packet, section format, TS packet, IP packet and TLV packet, structure of transmission control signals and identifiers, and structure of emergency information descriptors” (Public Notice of MIC No.299 of June 29, 2011), in response to which thirteen opinions were submitted.
The opinions submitted and MIC’s views on it are officially announced herein.
1.Outline
The “Promotion of Digital Contents Trading” (6th Interim Report of July 10, 2009) in the “State of Use and Utilization of Terrestrial Digital Broadcasting and Roles to be Played by the Government for Dissemination Thereof” (Inquiry of the Information and Communications Council No.8 of 2004) proposes the introduction of a “new system that does not restrict the disclosure of technical standards” (hereinafter “new system”) to improve a means for assurance (enforcement) of the rules for copy control in digital broadcasting. The Subcommittee for Promoting Digital Content Trading, Information and Communications Policy Committee, Information and Communications Council has deliberated on its introduction, and a report was submitted at the Information and Communications Council on July 25, 2012.
The “subject prescribing structure of and sending procedures for related information, sending procedures for PES packet, section format, TS packet, IP packet and TLV packet, structure of transmission control signals and identifiers, and structure of emergency information descriptors” (Public Notice of MIC No.299 of June 29, 2011) (hereinafter “the Public Notice on Related Information”) will be partially revised to contribute to the smooth introduction of the new system by allowing information used at the time of implementation of the new system to be transmitted.
2.Results of appeal for opinions
Thirteen opinions were submitted in response to the appeal for opinions.
3.Future plans
The MIC will swiftly amend the public notice on related information based on the results of the appeal for opinions.
