
Formulation, etc. of Guidelines for Environmental Improvement for Promotion of Broadband Dissemination
Formulation and revision of guidelines based on the report from the Information and Communications Council titled “State of Environmental Improvement for Promotion of Broadband Dissemination”
On July 27, 2012, the Ministry of Internal Affairs and Communications (MIC) has formulated and revised the “guidelines for smooth consultations among business operators” and the “guidelines for application relationship between the Telecommunications Business Act and the Radio Act related to MVNO” based on the results of the appeal for opinions, and they are officially announced herein.
1.Background
The MIC has compiled the draft “guidelines for smooth consultations among business operators” and the draft revision of the “guidelines for application relationship between the Telecommunications Business Act and the Radio Act related to MVNO” in response to the report from the Information and Communications Council titled “State of Environmental Improvement for Promotion of Broadband Dissemination (December 20, 2011)” with regard to improvement of transparency in consultations among business operators and clarification of reasons for refusal of connection among the matters related to environmental improvement for promotion of broadband dissemination indicated in it.
An appeal for opinions on the draft guidelines was held from June 8 to July 6, 2012, in response to which twelve opinions were submitted.
The MIC has compiled and revised the guidelines based on the results of the appeal for opinions, and they are officially announced herein.

The related materials will be posted in the column of “press release” on the MIC website (http://www.soumu.go.jp) and the column of “public comments” on the e-government portal (e-Gov) (http://www.e-gov.go.jp) and also distributed at the Tariff and Telecommunications Access Policy Division, Telecommunications Business Department, Telecommunications Bureau, MIC.
