Explanatory Meeting on World Conference on International Telecommunications (WCIT-12)
The World Conference on International Telecommunications (WCIT-12) will be held in December 2012 at the International Telecommunication Union (ITU) to deliberate on the revision of the International Telecommunications Regulations (ITRs). An explanatory meeting will be held as follows focusing mainly on an Internet-related content among the content of proposals for revision made by each country as of this moment.

2.Background
The International Telecommunication Regulations (ITRs) serve as working regulations that complement the ITU Constitution and Convention and prescribe the provision, operation and payment settlement of international telecommunications services.
At the World Conference on International Telecommunications (WCIT-12) to be held in Dubai (United Arab Emirates) from December 3-14, 2012, ITRs are planned to be reviewed for the first time after their enactment in 1988. Whether or not any agreement on issues related to the Internet such as security and junk mails should be added to the IRTs is one of the focuses of discussion.
The ITU decided to disclose a document sorting out the proposals for revision of IRTs submitted by each country so far to the public and hold an appeal for opinions. In response to this, the MIC decided to hold an explanatory meeting focusing mainly on Internet-related parts in the proposals for revision made by each country as of this moment.
