Appeal for Opinions on Draft Report from IP Network Facilities Subcommittee
Technical Requirements for IP Mobile Phone Terminals
The IP Network Facilities Subcommittee, Department on Information and Communications Technology, Information and Communications Council (Chief Investigator: Hitoshi Aida, Professor, Graduate School, University of Tokyo) has deliberated on technical requirements for IP mobile phone terminals since April 2012.
A draft report from the Subcommittee has now been compiled and an appeal for opinions on this draft report from the wide public will be held from August 7 (Tue) to September 5 (Wed), 2012 in accordance with the following guidelines.
1.Background and outline
An environment surrounding mobile phones is changing significantly as seen in an explosive increase of communication traffic and diversified forms of use of communication services due to the rapid dissemination of mobile broadband services such as LTE and WiMAX and smart phones. In addition, in line with an improved communication quality by means of the switching over of best effort lines to broadband, 0AB-J IP phone services using these lines have been offered and new proposals have been made.
Therefore, since April 2012, the IP Network Facilities Subcommittee has deliberated on functions with which IP mobile phone terminals using 080/090 numbers should be equipped, state of authentication of soft phones (those using 0AB-J numbers or 080/090 numbers) compatible to the switching over to IP and the concept of communication quality of 0AB-J IP phones using best effort lines.
A draft report from the Subcommittee has been compiled on the result of the deliberation described above.
“Draft Report from the IP Network Facilities Subcommittee” will be posted in the column of “press release” on the MIC website (http://www.soumu.go.jp) and the column of “public comments” on the e-government portal (e-Gov) (http://www.e-gov.go.jp) and also distributed at the counter of contact (IP Network Facilities Subcommittee Secretariat).

Opinions submitted, names of persons who submitted opinions (in the case of legal persons, their names) and information on other attributes may be officially announced later.
Please be reminded that the MIC is not able to give any individual answer to opinions submitted.

The MIC will compile a report based on opinions submitted within September 2012.
