Official Announcement of “Smartphone Privacy Initiative: New Age Innovation by Appropriate Handling of User Information and Improvement of Literacy”

  The Ministry of Internal Affairs and Communications (MIC) has held “Study Group on Consumer Issues with ICT Services (Chairman: Masao Horibe, Honorary Professor, Hitotsubashi University) since April 2009. The Study Group has now compiled “Smartphone Privacy Initiative: New Age Innovation by Appropriate Handling of User Information and Improvement of Literacy,” and it is officially announced herein.

1.Background

  The MIC established in January 2012 the “Working Group on the Handling of User Information Sent through Smartphone (hereinafter referred to as “WG”)” under the “Study Group on Consumer Issues with ICT Services.” The WG grasped the current conditions including trends of foreign countries and issues on smartphone privacy, and discussed the policies necessary for the handling of user information so that user information through their smartphones is utilized in a safe and secure manner and highly convenient services are provided.
  As a result of deliberations at the WG, a draft proposal was compiled and an appeal for opinions on the draft proposal was held in the period from June 30 to July 20, 2012. In response to this, fifteen opinions were submitted.
  A proposal has now been compiled based on the past discussions at the WG and the results of the appeal for opinions, and it is officially announced herein.

  The opinions submitted will be posted in the column of “public comments” on the e-government portal (e-Gov) (http://www.e-gov.go.jp) and also distributed at counters of contact.
 

3.Future plans

  The MIC will steadily implement necessary measures based on the proposal.
