
Results of Public Appeal for Proposals related to R&D for Expansion of Radio Spectrum Resources in FY2012
The Ministry of Internal Affairs and Communications (MIC) implemented external evaluations on proposals related to R&D for expansion of radio spectrum resources in FY2012 and made adoption by technical thesis in each R&D thesis based on results of the external evaluations.
1.Background of public appeal
R&D for expansion of radio spectrum resources is implemented using the financial resources of radio spectrum user fee. Proposals related to R&D contributing to effective use of radio spectrum are publicly solicited and adopted, and they are entrusted to research institutions such as research institutions of private companies and universities.
Concerning theses of R&D selected from theses of R&D for expansion of radio spectrum resources to be newly implemented from FY2012, a public appeal was held for each technical thesis in a period from June 8 to July 9, 2012, and adoption have been made based on the results of the external evaluations.
2.Adopted institutions
As for the examination for proposals applied, the two-step evaluations consisting of evaluations (peer review) by several evaluators with professional knowledge and comprehensive evaluations by the Meeting for Evaluation on R&D by Radio Spectrum User Fee” composed of experts and intellectuals were implemented to enhance transparency and effectiveness, and then the proposals were adopted based on their results.
