Implementation of Emergency Communication Training in FY2012

  As part of the FY2012 Coordinated Disaster-prevention Trainings conducted in each region, the Central Emergency Communication Conference (Chairman: Shun Sakurai, Director-General of the Telecommunications Bureau, Ministry of Internal Affairs and Communications (MIC)), together with the Regional Emergency Communication Conferences nationwide, will conduct an emergency communication training, etc. in order to contribute to ensuring uninterrupted communications in times of disasters.

1.Outline of training

  (1) Emergency communication training
  The Emergency Communication Training is conducted on the assumption that situations where information cannot be transmitted from disaster-stricken areas to the central government by regular means of communications due to the disconnection of telecommunications carrier lines, etc. are brought about. This training aims to ensure communications from disaster-stricken areas to prefectures or the central government by utilizing private communication networks owned by other organizations.
  (2) Training for introduction of mobile communication equipment for disaster-prevention measures
  This training will be conducted on the supposition that local public bodies make use of a system which enables the Ministry of Internal Affairs and Communications to lend reserved mobile communication equipment without charge based on requests from local public bodies, should they face obstacles to the use of their communication equipment in times of disaster.
   (3) Other trainings
  In the Coordinated Disaster-prevention Trainings conducted by each local public body, trainings for exchange of reciprocal disaster-prevention wave sensitivity and emergency communication trainings using amateur radio will be conducted by radio stations for reciprocal disaster-prevention communications.

  (Reference) Conference of Emergency Communications
  This conference mainly led by the MIC is composed of approximately 2,000 bodies that have close links to emergency communications including the Fire and Disaster Management Agency, Cabinet Office, National Police Agency, Ministry of Defense, Ministry of Land, Infrastructure, Transport and Tourism, Japan Meteorological Agency, Japan Coast Guard, NHK, prefectures, municipalities, major telecommunications carriers, radio station licensees, etc.
