Results of Appeal for Opinions on Operation of the Fair Competition Review System for Promoting Broadband Dissemination (FY2012) and Repeat Appeal for Opinions

1.Objective

  The MIC is to operate the “fair competition review system for promoting broadband dissemination” from this fiscal year in order to comprehensively verify the degree of achievement of indexes related to broadband dissemination and the state of compliance with the fair competition requirements based on the “guidelines for operation of the fair competition review system for promoting broadband dissemination (formulated and officially announced in May 2012, hereinafter “guidelines”).”
  From July 7 to August 8, 2012, the MIC held an appeal for opinions on the matters subject to “3. Verification of the state of compliance of NTT East, NTT West, etc. with the regulations” in the guidelines before conducting verification on the state of compliance of NTT East, NTT West, etc. with the regulations among the verifications based on the review system in this fiscal year. In response to this appeal for opinions, a total of 10 opinions were submitted.
  A repeat appeal for opinions on the opinions submitted in response to the appeal for opinions will be held from August 25 (Sat) to September 26 (Wed), 2012 in accordance with specific procedures for verification set forth in the guidelines.
 

2.Opinions submitted

  The opinions submitted will be posted in the column of “press release” on the MIC website (http://www.soumu.go.jp) and the column of “public comments” on the e-government portal (e-Gov) (http://www.e-gov.go.jp) and also distributed at the Telecommunications Policy Division, Telecommunications Business Department, Telecommunications Bureau.

4.Future plans

  The MIC will verify the state of compliance of NTT East, NTT West, etc. with the regulations based on the fair competition review system, etc. with reference to opinions submitted.
