Consultation with the Information and Communications and Posts Administrative Council Concerning Partial Revision of the Regulations for Telecommunications Numbers and Appeal for Opinions on Draft Ministerial Ordinances, etc. to be Revised
On September 4, 2012, the Ministry of Internal Affairs and Communications (MIC) consulted with the Information and Communications and Posts Administrative Council (Chairman: Atsushi Takahashi, Advisor to Sumitomo Mitsui Trust Bank) concerning draft ministerial ordinances for partial revision of the Regulations for Telecommunications Numbers (Ministerial Ordinance of MPT No.82 of 1997) to improve the provisions for open of 070 numbers as a measure for expanding the available telecommunications number s for mobile phones.
In line with this, an appeal for opinions on consulted draft ministerial ordinances, etc. will be held in the period from September 5 (Wed) to October 4 (Thu), 2012.
1.Background and outline of revision
Currently, 090 and 080 numbers are used for telecommunications numbers related to identification of mobile phones. However, a shortage of telecommunications numbers that can be designated by the MIC is expected along with an increasing demand for mobile phones due to such as the dissemination of smartphones.
Therefore, the Information and Communications Council has deliberated on measures for expanding the available telecommunications numbers for mobile phones since May 2011 and submitted a report on March 1, 2012 stating that it is appropriate to open up 070 numbers for mobile phones by early 2014 (report from the Information and Communications Council: “State of Systems, etc. relating to Telecommunications Numbers for Expansion of Number of Telephone Numbers for Mobile Telephones” (No.23 of the Information and Communications Council)).
This partial revision for the Regulations for Telecommunications Numbers, etc. aims at improving necessary provisions for telecommunications numbers related to mobile phones based on this report.

3.Future plans
The MIC will revise the Ministerial Ordinances and Official Directive based on results of this appeal for opinions.
Results of the appeal for opinions on draft ministerial ordinances about which a consultation with the Information and Communications and Posts Administrative Council was carried out among the subjects of this appeal for opinions will be reported to the Council as reference for deliberations toward the compilation of a report.
