Start of Receipt of Fifth Applications for “Project to Promote Computerization in Disaster Regions” in Great East Japan Earthquake Reconstruction Measures (Initial Budget for FY2012)
The Ministry of Internal Affairs and Communications (MIC) has started to receive fifth applications for “Project to Promote Computerization in Disaster Region” (hereinafter “this project”) related to the initial budget for FY2012 which provides partial subsidization to costs required for Projects for the Use of Information and Communications Technology (ICT) that solve issues of local public bodies in the disaster regions in an efficient and effective manner through the use of ICT with a view to promoting reconstruction from the Great East Japan Earthquake, and it is officially announced herein.
1.Outline
(1) Application procedures for this project
As of February 10, 2012, the Reconstruction Agency was launched. The Reconstruction Agency and Reconstruction Bureaus play a leading role in reconstruction so that recovery and reconstruction in the disaster regions will be further accelerated. To be specific, they receive requests from the disaster regions in an integrated manner and all-inclusive reconstruction projects will be budgeted based on these requests. In addition, they allocate budgets to related ministries and agencies and after assigning specific amount to each project based on the requests from the disaster regions when budgets are implemented. For these reasons, the Reconstruction Agency and Reconstruction Bureaus will be responsible for a series of procedures related to the allocation of budgets including surveys on requests concerning this project budgeted collectively to the Reconstruction Agency so that requests from the disaster regions are smoothly consolidated.
(2) Targets in this project
Special local public bodies (including partial-affairs association and wide area unions) or related bodies including them (hereinafter, “special local public bodies, etc.”) in Article 4, Paragraph 1 of the Special District Law for Reconstruction from Great Earthquake Disasters in Eastern Japan(Act No. 122 of 2011)

(3)Content of subsidized project This project subsidizes the following projects listed in Article 3, Paragraph 1(1), (2)
(4) and (6)-A of the “Guidelines for Grant of Subsidies for Project Cost for Use of ICT” which promote reconstruction in the disaster regions by providing support to efforts for solving issues of specific local public bodies, etc. through use of information and communications technology (ICT) in an efficient and effective manner.
A. Project for construction of medical information collaborative infrastructure in Tohoku
B. Project to regenerate and reinforce regional ICT bonds
C. Project for construction of disaster information collaborative infrastructure (Project for construction of disaster-resilient information collaboration system)
Note: Of the cost of facilities in Appended Table of the guidelines for grant, (b) transmission line facilities, (d) wireless access equipment, (e) transmitting and receiving antenna, (f) transmitting and receiving equipment and (i) iron tower are excluded.

Please prepare necessary documents, etc. in accordance with the “Guidelines for Grant of Subsidies for Project Cost for the Use of Information and Communications Technology” and the “Manual for Implementation of Subsidies for Project Cost for Use of Information and Communications Technology” and bring them to or send them by mail to a competent Regional Bureau of Telecommunications.
