Appeal for Opinions on Draft Review of Surveys on Actual Radio Spectrum Usage

1.Outline

  The MIC has implemented the surveys since FY2003 based on the provisions of Article 26-2 of the Radio Act.
  As there is a provision for review of the surveys in Paragraph 2 of the Supplementary Provisions of the Act on Partial Revision of the Radio Act (Act No.38 of 2002), the MIC has discussed the review as one of the issues at the Investigative Commission for Promotion of Effective Use of Radio Spectrum consisting of external experts, and officially announced an “interim report” on August 24, 2012.
  This draft review has been compiled based on this “interim report.”
  With regard to the review for classification of frequency ranges included in this draft review, a draft partial revision of the Ministerial Ordinance for Surveys on Actual Radio Spectrum Usage, etc. (Ministerial Ordinance of MIC No.110 of 2002) has been created and an appeal for opinions is being held.
 

2.Guidelines for appeal for opinions

  Draft review of Surveys on Actual Radio Spectrum Usage
  Exhibit 3 and Exhibit 4 will be distributed for reading at the counter of contact shown below and posted in the column of “press release” on the MIC website (http://www.soumu.go.jp) and the column of “public comments” on the e-government portal (e-Gov) (http://www.e-gov.go.jp).
  (2) Deadline for appeal for opinions
  October 15 (Mon), 2012, PM5:00 (must arrive by this time) (Submissions by mail must also arrive by this date)
 

3.Future plans

  The MIC will proceed with the review of the surveys based on results of the appeal for opinions.
