Technical Requirements, etc. for IP Mobile Phone Terminals
Partial Report from the Information and Communications Council
On September 27, 2012, the Ministry of Internal Affairs and Communications (MIC) received a partial report from the Information and Communications Council (Acting Chairman: Masao Sakauchi, Director General of the National Institute of Informatics) concerning the “technical requirements, etc. for IP mobile phone terminals” among the “technical requirements for telecommunications facilities compatible with IP networks” (inquiry No.2020 as of October 31, 2005).
1.Background
An environment surrounding mobile phones has been changing significantly as seen in an explosive increase in communication traffic and diverse use of communication services due to the rapid dissemination of smart phones and mobile broadband services such as LTE, WiMAX, etc. In addition, in line with an improved communication quality by means of the switchover of best effort lines to broadband, IP phone services with 0AB~J numbers using these lines are now provided and new proposals have been made.
Taking into account these trends, since April 2012, the IP Network Facilities Subcommittee, Department on Information and Communications Technology, Information and Communications Council, has deliberated on functions with which IP mobile phone terminals using 080/090 numbers should be equipped, ideal state of certification of soft phones compatible with the switchover to IP and a point of view on communication quality of IP phones with 0AB~J numbers using best effort lines.
The MIC received on September 27, 2012 a partial report from the Department on Information and Communications Technology, Information and Communications Council on the deliberated results that had been compiled by the IP Network Facilities Subcommittee
2.Future plans
The MIC will swiftly improve related provisions, etc. in response to this partial report.
