Review of Administrative Guiding Principle for Propagation of Broadcasting aimed at Persons with Visual/Hearing Impairments and Results of Appeal for Opinions on Draft Review of Administrative Guiding Principle for Propagation of Broadcasting aimed at Persons with Visual/Hearing Impairments

1.Background

  The “administrative guiding principle for propagation of broadcasting aimed at persons with visual/hearing impairments” (formulated on October 30, 2007) (hereinafter “administrative guiding principle”) which prescribes the targets values for the period from FY2008 to FY2017 has been supposed to be reviewed within approximately 5 years after their formulation taking into account technical trends, etc.
  The MIC held the “Research Society for Repletion of Broadcasting aimed at Persons with Seeing/Hearing Impairments in the Digital Broadcasting Age” (Chairman: Hiroshi Takahashi, Professor of Graduate School of Health and Welfare Sciences, International University of Health and Welfare) from January to April, 2012 to deliberate on a possible review of the administrative guiding principle. As a result, a report was compiled and officially announced on May 23, 2012. An appeal for opinions on the draft review of the administrative guiding principle created based on suggestions in the report was held from June 28 (Thu) to July 27 (Fri), 2012, in response to which eleven opinions were submitted.
  It was decided to prescribe new administrative guiding principle based on those suggestions from the Research Society and the opinions submitted in response to the appeal for opinions, and it is officially announced herein.
