Expansion of number of interconnecting carriers in IPv6 Internet connection of NGN
On October 2, 2012, the Information and Communications and Posts Administrative Council (Chairman: Atsushi Takahashi, Advisor to Sumitomo Mitsui Trust Bank) received an inquiry concerning an “approval of modification of the connection agreement relating to type 1 designated telecommunications equipment of NTT East and NTT West (expansion of the number of interconnecting carriers in NGN IPv6 Internet connection) from Minister for Internal Affairs and Communications. An appeal for opinions on this modification plan will be held from October 3 (Wed) to November 1 (Thu), 2012.
1.Outline of modification plan
The number of carriers that are allowed to realize connections using the IPoE system (native system) which is one of the connection systems to provide Internet connection services by IPv6 in NGN provided by NTT East and NTT West (hereinafter “IPoE connections”), has been restricted to three due to technical constraint immediately after the commencement of connections. However, as new technical measures were implemented, it has become possible to increase the maximum number of carriers that offer IPoE connections. In response to this, the connection agreement will be modified to approve applications for connection related to IPoE connections.

Subject of appeal for opinions: Draft partial change of the tariff clause relating to interconnections with category I designated telecommunications facilities based on the provision of Article 33, Paragraphs 2 of the Telecommunications Business Act Deadline for appeal for opinions: November 1 (Thu), 2012, 5:00PM (must arrive) (submission by mail must also arrive by this date)
3.Future plans
A repeat appeal for opinions on opinions submitted will be held with respect to this draft change, and the MIC will implement investigation and deliberation based on its results. Then, a report will be sent to the Minister for Internal Affairs and Communications.
