Appeal for Opinions on Draft Creation, etc. of Frequency Assignment Plan

Creation based on deliberation results at the World Radiocommunication Conference (WRC-12) of the International Telecommunication Union (ITU) 2012
  The Ministry of Internal Affairs and Communications (MIC) has, in response to the deliberation results at the World Radiocommunication Conference 2012 (WRC-12) of the International Telecommunication Union (ITU), created a draft creation of the frequency assignment plan and a draft ministerial ordinance for the partial revision of the Regulations for Enforcement of the Radio Act (Radio Regulatory Commission Rules No. 14 of 1950) in line with the entry into force of the partial revision of the Radio Regulations provided for in the ITU Constitution and the ITU Convention.
  An appeal for opinions thereon will be held from October 4 (Thu) to November 2 (Fri), 2012.

1.Background, etc.

  From January 23 to February 17, 2012, the 2012 ITU World Radiocommunication Conference (WRC-12) was held in Geneva, Switzerland. Based on the deliberation results at the Conference, the partial revision of the Radio Regulations provided for in the ITU Constitution and the ITU Convention will come into force on January 1, 2013.
  The frequency assignment plan that prescribes the allocation of frequencies in Japan needs to be in compliance with the Radio Regulations. Therefore, the frequency assignment plan will be newly created and the Regulations for Enforcement of the Radio Act will be revised partially in line with the entry into force of partial revision of the Radio Regulations. The current frequency assignment plan (Notice of MIC No.714 of 2008) will be abolished and a new frequency assignment plan will be created.
  The major deliberation results at the WRC-12 and the content of draft notice, etc. based thereon are as follows. (Content of major changes from the current frequency assignment plan)
  (1) Distribution of amateur service frequencies in 472-479kHz band
  In response to a new international distribution of 7kHz band in 472-479kHz band to amateur services, it is also distributed domestically in the same frequency band.
  (2) Distribution of marine radar frequencies in 3-50MHz band
  In response to an international distribution of frequencies for radiolocation services to eight bands in 30-50MHz band as marine radar frequencies used for observation of ocean currents and tracking and search of marine litters, they are also distributed domestically in the same frequency band.
  (3) Distribution of unmanned aircraft system (UAS) in 5GHz band
  In response to an international distribution of aeronautical mobile service frequencies to 5,030~5,091MHz band in order to ensure frequencies relating to safe navigation of unmanned aircraft that is expected to be used more widely all over the world, they are also distributed domestically in the same frequency band.
  The use of UAS in said frequency band is limited to internationally-standardized aeronautical systems.
  (4) Distribution of space research service frequencies in 22GHz band
  In response to an international distribution of space research service frequencies to 22.55~23.15GHz band in order to ensure new frequencies used for satellites for future space exploration, they are also distributed domestically in the same frequency band.

  (Matters related to the Regulations for Enforcement of the Radio Act)
  In line with the revision of Table 21-3 (restriction on electricity of earth stations) and Table 21-4 (restricted values of power flux density from space stations) of the Radio Regulations Article 21 associated with additional distribution, etc. of the above-mentioned (4) to space research services, the provisions of the Regulations for Enforcement of the Radio Act related thereto will be revised.

4.Future plans

  Based on opinions submitted and a report from the Radio Regulatory Council in response to an inquiry to the Council, the frequency assignment plan will be created.
