Report from the Radio Regulatory Council related to Draft Ministerial Ordinances, etc. for Partial Revision of the Regulations for Enforcement of the Radio Act

Improvement of related provisions for mobile radio communication systems
  The Ministry of Internal Affairs and Communications (MIC) has been making efforts for ensuring frequencies toward the realization of wireless broadband environments, etc. based on the Action Plan for Spectrum Reallocation.
  On October 10, 2012, as a part of these efforts, the MIC submitted an inquiry on draft ministerial ordinances for partial revision of the Regulations for Enforcement of the Radio Act and draft notices for partial change of the Frequency Assignment Plan to the Radio Regulatory Council (Chairman: Tadaaki Maeda, Advisor to Tokyo Gas Co., Ltd.) in order to improve the related provisions for mobile radio communication systems. In response to this, the MIC received a report stating that the original plan is appropriate.

1.Outline of draft revisions

  (1) Ensuring of frequencies for 1.7GHz-band portable radio-communication systems
  As a result of deliberations on interference with other systems using 1.7GHz-band, frequencies of 5MHz-band width x 2 (1744.9~1749.9MHz/1839.9~1844.9MHz) have newly become possible to be ensured for portable radio-communications. Therefore, the provisions such as technical standards for expansion of frequencies will be improved ahead of future institutional improvements related to licensing procedures.
  (2) Upgrading of broadband mobile wireless access systems (BWA)
  Based on the partial report on further upgrading of broadband mobile wireless access systems (BWA) and expansion of frequencies (2625~2655MHz) from the Information and Communications Council on April 25, 2012, the provisions for upgrading of BWA will be improved and the provisions such as technical standards for expansion of frequencies will be improved ahead of institutional improvements related to future licensing procedures.
  (3) Institutional improvement of 79GHz-band high-resolution radars
  As the partial report on the technical requirements for 79GHz-band high-resolution radars having higher resolution than the existing on-vehicle radars was received from the Information and Communications Council on April 25, 2012, the related provisions will be improved.
  (4) Improvement of other necessary provisions
 

2.Future plans

  Institutional improvement will be swiftly made based on the report from the Radio Regulatory Council.
