Results of Fifth Japan-ASEAN Information Security Policy Meeting

  The “Fifth Japan-ASEAN Information Security Policy Meeting” (hereinafter “Policy Meeting”) (*1) was held on October 10 (Wed) and October 11 (Thu), 2012. At the Policy Meeting, opinions were exchanged aiming at strengthening international collaboration and challenges between Japan and ASEAN countries (*2) in the information security field, one of the bases for socioeconomic activities. At that time, the importance of raising awareness of the improvement of information security levels in the area was confirmed. Japan and ASEAN countries agreed to jointly implement communication checks, and confirmed that the two parties will continue to strengthen international collaboration for establishing a safer and more secure ICT use environment and business environment.

  Hosted by: NISC, MIC and METI Chairs: Japan (Ryozo Hayashi, Director of Meiji Institute for Global Affairs), Cambodia (Mao Chakrya, Director General of Posts and Telecommunications Department, Ministry of Posts and Telecommunications, and Director General of the Telecommunications Regulator)   Attendees: State Secretarys, director-generals, deputy director-generals, etc. of ministries and agencies related to economy and investment, and ministries and agencies related to information and communication from the ten ASEAN member countries, and director-generals, Deputy Director-General, etc. of Cabinet Secretariat, MIC, and METI from Japan
 

2.Major achievements

  At the fourth Policy Meeting, Japan and ASEAN agreed to implement the “Japan-ASEAN Joint Information Security Awareness Raising Initiative” in the second week of October. The two parties made presentations and exchanged opinions on the state of efforts for it and shared awareness on further strengthening of international collaboration and challenges.

  The major achievements are as follows.
  (1) Promotion of efforts for raising awareness on information security in Japan and ASEAN countries
  Recognizing the importance of raising awareness of the improvement of information security levels in the area, Japan and ASEAN countries highly appreciated their joint awareness-raising efforts on information security, and agreed to continue these efforts from the next year onward.

  (2) Deliberation on a system for sharing information related to information security in Japan and ASEAN countries and the implementation of communication checks
  Japan and ASEAN shared the recognition that the information sharing system among Japan and ASEAN countries is necessary for promoting further mutual understanding and confidence building in the area as well as responding collaboratively with related countries upon any occurrence of information security incidents, and clarified the communication counters. Japan and ASEAN agreed to carry out communication checks to verify the effectiveness of the communication counters after the end of this year.

  (3) Further strengthening of collaboration in information security
  Introductions were made with regard to R&D of technology for proactive response against cyber-attacks based on information sharing among Japan and ASEAN countries, information security measures for smartphones, the provision of information security measure (ISM) benchmarks to ASEAN countries, the establishment and collaboration program of CSIRT, information security portal sites, capacity building, the information security of control systems, frameworks for information sharing among important infrastructure companies, etc. Japan and ASEAN confirmed that they will continue to strengthen international collaboration in order to establish a safer and more secure ICT use environment and business environment in Japan and ASEAN countries.
 

3.Future plans

  The sixth Policy Meeting will be held in the Philippines.
