“Research Society for Calculation of Mobile Connection Charges” to be Held
The Ministry of Internal Affairs and Communications (MIC) will hold the “Research Society for Mobile Connection Charges” (hereinafter “Research Society”) in order to deliberate on how to calculate mobile connection charges and the state of its verification toward further improvement of appropriateness of the calculation of mobile connection charges.
1.Background and purpose
The calculation of mobile connection charges (connection charges of mobile-phone carriers) has been deliberated by the Information and Communications Council, and a report on measures for improvement of its appropriateness and transparency (“state of connection rules compatible to environmental changes in the telecommunications market”) was submitted. In response to this report, the “guidelines for operation of category II designated telecommunications facilities system” (hereinafter “guidelines”) were formulated in March 2010 to clarify ideas related to how to calculate connection charges. In addition, the Telecommunications Business Act was revised in November 2010 so that telecommunications carriers that establish category II designated telecommunications facilities are obliged to keep connection accounts and officially announce their balance of payment.
These initiatives have contributed to the consolidation of basic frameworks for the calculation of connection charges and improvement of its appropriateness. However, the report from the Information and Communications Council issued in December 2011 titled “State of Environmental Improvement for Promotion of Broadband Dissemination (hereinafter “report on broadband”)” clarifies that it is appropriate to “verify the appropriateness and situations of promotion” of the “setting of connection charges based on the guidelines,” taking into account environmental changes in the mobile market after the guidelines have been formulated.
The Research Society will deliberate on how to calculate mobile connection charges and the state of its verification toward further improvement of appropriateness of the calculation of mobile connection charges based on the report on broadband. The utilization of deliberation results at the Research Society for reference will contribute to further clarification of ideas related to how to calculate mobile connection charges.
