Results of Appeal for Opinions on Draft Official Directive for Partial Revision of Examination Standards related to the Radio Act
Improvement of related provisions concerning the review, etc. of frequencies used for mobile radio communications systems
The Ministry of Internal Affairs and Communications (MIC) held an appeal for opinions on the draft official directive for partial revision of the examination standards related to the Radio Act (Official Directive of MIC No.67 of 2001) from September 8 to October 9, 2012 in order to improve related provisions for review, etc. of frequencies used for mobile radio communications systems. One opinion was submitted in response to this appeal for opinions, and the opinion submitted and MIC’s views thereon are officially announced herein.
1.Background and outline of revision
The MIC has made efforts for ensuring frequencies, etc. toward the realization of wireless broadband environments based on the Action Plan for Spectrum Reallocation. Based on these efforts, the examination standards related to the Radio Act will be partially revised with regard to the following matters concerning mobile radio communications systems.
(1) Addition of digital communication systems of 150MHz-band convenience radio stations
Convenience radio stations using 150MHz-band analogue communication systems have only a few channels available for phone calls and frequencies have become scarce. Although the technical requirements for 400MHz-band convenience radio stations and digital communication systems beneficial for effective use of frequencies have been improved in response to those problems, frequency bands necessary for introducing digital communication systems could not have been ensured so far in the 150MHz band.
However, the conditions necessary for shared use of analogue communications systems and digital communications systems in the existing frequency bands have now been improved. In response, related provisions will be improved.
(2) Reallocation of 800MHz-band portable radio communication systems
As the switching over (reallocation of frequencies) from 2G mobile radio communication systems to 3G mobile radio communication systems (including 3.5G and 3.9G) completed before July 24, 2012 in the context of expanded dissemination of portable radio communications, the provisions for 2G mobile radio communication systems will be deleted.
(3) Switching over of frequencies for controlling PHS
As the switching over of frequencies for controlling PHS completed by the end of May 2012 in order to ensure frequencies for portable radio communications, the provisions for frequencies for controlling PHS before the switching over will be deleted.
(4) Improvement of other necessary provisions
Other necessary provisions will be improved.
2.Future plans
The MIC will swiftly revise the examination standards related to the Radio Act based on the results of the appeal for opinions.
