Appeal for Opinions on “Draft Ministerial Ordinance for Partial Revision of Rules for Interconnection Charges and Ministerial Ordinance for Partial Revision of Rules for Interconnection Charges” and “Draft Ministerial Ordinance for Partial Revision of Rules for Calculation of Grants and Contributions, etc. Related to Provision of Universal Telecommunications Services”

  On October 26, 2012, the Information and Communications and Posts Administrative Council received an inquiry from the Minister for Internal Affairs and Communications concerning the “Draft Ministerial Ordinance for Partial Revision of Rules for Interconnection Charges and Ministerial Ordinance for Partial Revision of Rules for Interconnection Charges” and the “Draft Ministerial Ordinance for Partial Revision of Rules for Calculation of Grants and Contributions, etc. related to Provision of Universal Telecommunications Services.”
  An appeal for opinions on these draft ministerial ordinances will be held from October 27 (Sat) to November 26 (Mon), 2012.

1.Outline of ministerial ordinances

  Necessary provisions will be improved in order to take measures mainly for the following matters with regard to how to calculate connection charges for FY2013 and beyond, etc. based on the report from the Information and Communications Council titled “State of Calculation of Connection Charges in FY2013 and Beyond based on the Long-Run Incremental Cost Model (September 25, 2012).”
  1. Partial change of the calculation method accompanied by the modification to the long-run incremental cost (LRIC) model
  2. Renewal of major input values used for calculation of connection charges for FY2013
  3. Continuance of inclusion of transmission line costs between feeder points RT and GC among NTS costs into initial costs of connection charges
  4. Continuance of calculation of connection charges by totaling initial costs of connection charges and amount of traffic of NTT East and NTT West
 

2.Guidelines for appeal for opinions

  (1) Subjects of appeal for opinions:
  - “Draft Ministerial Ordinance for Partial Revision of Rules for Interconnection Charges and Ministerial Ordinance for Partial Revision of Rules for Interconnection Charges”
  - “Draft Ministerial Ordinance for Partial Revision of Rules for Calculation of Grants and Contributions, etc. Related to Provision of Universal Telecommunications Services”
  (2) Deadline for submission of opinions: November 26 (Mon), 2012, 5:00PM
  (Submissions by mail must also arrive by this date)

  The draft ministerial ordinances will be posted in the column of “press release” on the MIC website (http://www.soumu.go.jp) and the column of “public comments” on the e-government portal (e-Gov) (http://www.e-gov.go.jp) and also distributed for reading at the General Affairs Division, Information and Communications Bureau, MIC .
 

3.Future plans

  Investigations and deliberations on the draft ministerial ordinances will be made based on opinions submitted, and a report will be submitted to the Minister for Internal Affairs and Communications.
