Report from the Information and Communications and Posts Administrative Council Concerning Partial Revision of the Regulations for Telecommunications Numbers and Results of Appeal for Opinions on Draft Ministerial Ordinances, etc. to be Revised

  On October 26, 2012, the Ministry of Internal Affairs and Communications (MIC) received a report from the Information and Communications and Posts Administrative Council (Chairman: Atsushi Takahashi, Advisor to Sumitomo Mitsui Trust Bank) stating its approval for revision as inquired concerning the “partial revision of the Regulations for Telecommunications Numbers” (Inquiry No.3046 of September 4, 2012). Eight opinions submitted in response to the appeal for opinions held from September 5 to October 4, 2012, and the MIC’s views thereon are officially announced herein.
  In addition, the appeal for opinions on related draft ministerial ordinances, etc. together with the draft ministerial ordinance inquired was held. In response, four opinions were submitted. The opinions submitted and the MIC’s views thereon are officially announced herein.

1.Background, etc.

  Currently, 090 and 080 numbers are used for telecommunications numbers related to identification of mobile phones. However, telecommunications numbers that can be assigned by the MIC are expected to be scarce due to an increased demand for mobile phones accompanied by the dissemination of smartphones.
  Therefore, the Information and Communications Council submitted a report on March 1, 2012 stating that it is appropriate to open up 070 numbers for mobile phones by early 2014 (“State of system, etc. related to telecommunications numbers toward the expansion of mobile phone numbers” (Report No.23 from the Information and Communications Council)).
  The MIC decided to improve the provisions of the Regulations for Telecommunications Numbers and related ministerial ordinances, etc. based on said report, and submitted an inquiry on matters that need to be inquired to the Information and Communications and Posts Administrative Council on September 4, 2012. A report from the Council was received on October 26, 2012.
  In addition, the MIC held an appeal for opinions on the draft ministerial ordinances inquired and related draft ministerial ordinances, etc. from September 5 to October 4, 2012.
 

2.Future plans

  The MIC will swiftly revise the ministerial ordinances, etc. based on the report and the results of the appeal for opinions.
