
Revision of “Guidelines for Consumer Protection Rules for the Telecommunications Business Act”
The Ministry of Internal Affairs and Communications (MIC) has revised the “Guidelines for Consumer Protection Rules for the Telecommunications Business Act” based on the “Proposals for Ensuring and Improving Interests of Users of Telecommunications Services,” etc. compiled at the Study Group on Consumer Issues with ICT Services. They are officially announced herein together with the results of an appeal for opinions on a draft revision of these guidelines.
1.Background
The MIC formulated the “Guidelines for Consumer Protection Rules for the Telecommunications Business Act” in March 2004 (partially revised in November 2006 and July 2009) so that consumers can use telecommunication services with security, and has operated them.
A draft revision of these guidelines was officially announced on September 7, 2012 in response to the “Proposals for Ensuring and Improving Interests of Users of Telecommunications Services,” etc. compiled at the Study Group on Consumer Issues with ICT Services in December 2011. An appeal for opinions was held until September 28, in response to which four opinions were submitted.
The guidelines were revised based on the results of the appeal for opinions. The results of the appeal for opinions and the MIC’s views thereon are officially announced herein.
