“Research Society for Use and Circulation of Personal Data” to be Held
The Ministry of Internal Affairs and Communications (MIC) decided to hold “Research Society for Use and Circulation of Personal Data” in order to deliberate on measures for promotion of use and circulation of personal data (information on individuals) on the networks giving consideration to the privacy protection, etc.
1.Background and purpose
In the current society, a large volume of diverse information (so called big data) such as Life Logs is circulating across the networks due to the dissemination and development of ICT. While it is expected that such data realizes creation of new businesses, increase in convenience for people and a safer and more secure society, there are concerns about personal information, privacy, etc. due to accumulation and use of a large volume of information on individuals.
The dissemination and development of ICT such as cloud service make it extremely easy to circulate information beyond the borders. Therefore, there is an increasing need for ensuring both free circulation of information and protection of privacy, under harmonized international relations. These subjects have been actively discussed in other countries. For example, EU proposed General Data Protection Regulation, and the Consumer Privacy Bill of Rights was publicized in the United States.
Based on these trends, this Research Society will be held for the purpose of deliberating on measures for use and circulation of personal data (information on individuals) on the networks giving consideration to the privacy protection, etc.
2.Major points to be deliberated
(1) Basic ideas for handling of personal data toward its appropriate circulation
(2) State of specific handling methods of personal data toward its appropriate circulation
(3) Measures for ensuring safe and secure handling of personal data for its appropriate circulation
(4) Others
3.Schedule
This Research Society will hold the first meeting on November 1 (Thu), 2012, and provide a certain compilation by July 2013.
