
“Study Group on Measures for Promotion of Circulation of Broadcast Content” to be held
The Ministry of Internal Affairs and Communications (MIC) will hold “Study Group on Measures for Promotion of Circulation of Broadcast Content” for the purpose of deliberating on measures to be taken in collaboration with parties concerned such as broadcasters, right holders and the government toward overseas expansion of broadcast content and development of new markets of content distribution compatible with smart phones and smart TVs.
1.Background and purpose
Parties concerned such as broadcasters have actively made efforts for creating new content markets such as overseas expansion of broadcast content through international broadcasting and sales of programs and distribution of contents compatible with smart phones and smart TVs in response to environmental changes including rapidly progressing technologies and globalization in recent years.
The MIC will hold “Study Group on Measures for Promotion of Circulation of Broadcast Content” for the purpose of deliberating on assurance of opportunities for transmitting content in other countries, improvement in efficiency of right processing and other specific measures toward the development of new markets mentioned above as mentioned above.
2.Major points to be deliberated
1. Issues for the promotion of development of new markets including overseas markets
2. Measures to be taken collaboratively by the parties concerned such as broadcasters, right holders and the government
(1) Assurance of opportunities for transmitting content in other countries
(2) Promotion of efficient right processing

The first meeting will be held on November 8 (Thu), 2012, and meetings are planned to open roughly every six months after the first meeting.
