Results of Appeal for Opinions on Draft Change of Interconnection Tariff Relating to Category I Designated Telecommunications Facilities of NTT East and NTT West and Repeat Appeal for Opinions

Expansion of the number of interconnecting carriers in IPv6 Internet connection on NGN
  As of October 2 (Tue), 2012, the Information and Communications and Posts Administrative Council (Chairman: Atsushi Takahashi) received an inquiry from the Minister for Internal Affairs and Communications concerning an “approval of change of the interconnection tariff relating to category I designated telecommunications facilities of Nippon Telegraph and Telephone East Corporation and Nippon Telegraph and Telephone West Corporation (expansion of the number of interconnecting carriers in IPv6 Internet connection on NGN). An appeal for opinions on a draft change of the interconnection tariff was held from October 3 (Wed) to November 1 (Thu), 2012. In response to this, six opinions were submitted.
  The results of the appeal for opinions are officially announced herein and a repeat appeal for opinions will be held from November 8 (Thu) to November 21 (Wed), 2012.
 

1.Outline of draft change

  The number of carriers that are allowed to connect using the IPoE system (native system, hereinafter “IPoE connections”), one of the connection systems to provide Internet connection services using NGN IPv6 provided by NTT East and NTT West, has been restricted to three due to technical constraint at the beginning of the connection service. However, as new technical measures were implemented, it has become possible to increase the maximum number of carriers that offer IPoE connections. In response to this, the interconnection tariff will be changed with regard to the acceptance of applications for connection relating to IPoE connections.
 

2.Opinions submitted

  The subject of the appeal for opinions will be posted in the column of “press release” on the MIC website (http://www.soumu.go.jp) and the column of “public comments” on the e-government portal (e-Gov) (http://www.e-gov.go.jp) and also distributed at the General Affairs Division, Information and Communications Bureau, MIC.
 

3.Guidelines for repeat appeal for opinions

  Subject of the repeat appeal for opinions: “Draft partial revision of the interconnection tariff relating to category I designated telecommunications facilities in accordance with Article 33, Paragraph 2 of the Telecommunications Business Act”
  Deadline for the repeat appeal for opinions: November 21 (Wed), 2012, 5:00PM (submissions by mail must also arrive by this date)
 

4.Future plans

  The Council will make investigations and deliberations on the draft change based on the opinions and repeat opinions submitted. Then, a report will be submitted to the Minister for Internal Affairs and Communications.
