Results of Appeal for Opinions on Draft Review of Surveys on Actual Radio Spectrum Usage

  The Ministry of Internal Affairs and Communications (MIC) held an appeal for opinions on a draft review of the Surveys on Actual Radio Spectrum Usage from September 15 to October 15, 2012, and in response to which seven opinions were submitted.  
  The MIC has decided to review it as shown in the original plan as a result of deliberations made based on the results of this appeal for opinions.

1.Outline

  The MIC has divided all frequency ranges into three classifications and implemented this survey on each frequency range roughly on a 3-year cycle based on the provision of Article 26-2 of the Radio Act (Act No.131 of 1950) since FY2003. As there is a provision for review of the surveys in Paragraph 2 of the Supplementary Provisions of the Act on Partial Revision of the Radio Act (Act No.38 of 2002), the MIC has discussed the review as one of the issues at the Investigative Commission for Promotion of Effective Use of Radio Spectrum consisting of external experts, and officially announced an “interim report” on August 24, 2012.
  This draft review of the Surveys on Actual Radio Spectrum Usage was officially announced based on this “interim report,” and an appeal for opinions was held from September 15 to October 15, 2012. In response to this, seven opinions were submitted. They are officially announced herein together with the MIC’s views thereon.
 

2.Future plans

  An inquiry on the review for classification of frequency ranges was submitted to the Radio Regulatory Council on November 14, 2012 among the draft review for which the appeal for opinions was held, and a report was received. The MIC will swiftly implement institutional improvement based on the report from the Radio Regulatory Council and the results of the appeal for opinions. In addition, the MIC will enforce other reviews with a certainty based on the results of the appeal for opinions.
