Implementation of National Emergency Communication Training
The Central Emergency Communication Conference (Chairman: Hiroomi Kira, Director-General of the Telecommunications Bureau, Ministry of Internal Affairs and Communications (MIC)), together with the Regional Emergency Communication Conferences nationwide, will conduct a national emergency communication training in order to contribute to ensuring uninterrupted communications in times of disasters based on the Central Emergency Communication Conference Business Plan for FY2012 (decided on May 25, 2012).
1.Outline of training
47 prefectures and 114 municipalities will implement the emergency communication training nationwide as an activity of the Emergency Communication Conference in order to contribute to ensuring uninterrupted communications in times of disasters.
The emergency communication training will be implemented (training for ensuring communications from disaster-stricken areas to the central government (Cabinet Office) by utilizing private communication networks owned by other organizations) on the assumption that ordinary means of communications and information transmission are not available due to a large-scale disaster.

This conference mainly led by the MIC is composed of approximately 2,000 bodies that have close links to emergency communications including the Fire and Disaster Management Agency, Cabinet Office, National Police Agency, Ministry of Defense, Ministry of Land, Infrastructure, Transport and Tourism, Japan Meteorological Agency, Japan Coast Guard, NHK, prefectures, municipalities, major telecommunications carriers, radio station licensees, etc.
