Appeal for Opinions on Inquiry to the Information and Communications and Posts Administrative Council Concerning Partial Revision of the Ordinance Concerning Terminal Facilities, Etc. and Draft Ministerial Ordinances and Notices

1.Background, etc.

  Some parts of the Ordinance Concerning Terminal Facilities, Etc., the Rules Concerning the Technical Conditions Compliance Approval for Terminal Equipment and the Regulations for Telecommunications Facilities for Telecommunications Business will be revised and related provisions will be improved in order to consolidate the technical conditions, etc. for functions, etc. with which IP mobile phone terminals should be equipped, based on the “technical requirements, etc. for IP mobile phone terminals (partial report)” in a report from the Information and Communications Council as of September 27, 2012 titled “Technical Requirements for Telecommunications Facilities Corresponding to Switchover of Networks to IP.”
 

2.Guidelines for the appeal for opinions

  Subjects of appeal for opinions:
  - Draft ministerial ordinance for partial revision of the Ordinance Concerning Terminal Facilities, Etc.
  - Subject Stipulating Conditions for Timing of Transmission, etc. of IP Mobile Phone Terminals, etc. based on the Provisions of the Ordinance Concerning Terminal Facilities, Etc.
  - Subject Stipulating IP Mobile Phone Terminals, etc. Remarkably Unreasonable to be Prescribed Pursuant to the Ordinance Concerning Terminal Facilities, Etc. and their Conditions
  - Draft Notice for Partial Revision of the Notice of MIC No. 99 of 2004 (Subject Stipulating Test Methods on Technical Conditions Compliance Approval of Terminal Equipment, etc.)

  Deadline for the appeal for opinions: December 27 (Thu), 2012, 5:00PM (submissions by mail must arrive by this date)

  The draft revision (comparative table) and draft enactment will be posted in the column of “press release” on the MIC website (http://www.soumu.go.jp) and the column of “public comments” on the e-government portal (e-Gov) (http://www.e-gov.go.jp) and also distributed at counters of contact.
 

3.Future plans

  The MIC will revise the ministerial ordinances, etc. based on results of the appeal for opinions.
  Results of the appeal for opinions on the matter inquired among the subjects of the appeal for opinions will be reported to the Information and Communications and Posts Administrative Council and used as reference to deliberations toward the creation of a report.
