
Measures for Safety and Reliability Corresponding to Switchover of Networks to IP – Partial Report from the Information and Communications Council
On November 28, 2012, the Ministry of Internal Affairs and Communications (MIC) received a partial report from the Information and Communications Council (Acting Chairman: Masao Sakauchi, Director General of the National Institute of Informatics) concerning the “matters related to measures for safety and reliability corresponding to the switchover of networks to IP” among the “technical requirements for telecommunications facilities compatible to the switchover of networks to IP” (inquiry No.2020 as of October 31, 2005).
1.Background
It is required to review the Regulations for Telecommunications Facilities for Telecommunications Business taking into account the Great East Japan Earthquake and strengthen measures for info-communications networks taking into account the smartphone age and information security risks.
In response, the IP Network Facilities Subcommittee, Department on Information and Communications Technology, Information and Communications Council has investigated the state of “standards for safety and reliability of info-communications networks,” which are guidelines for measures for safety and reliability of networks of telecommunications carriers and technical standards from the viewpoint of ensuring resistance of telecommunications facilities to disasters and safety and reliability of telecommunications facilities corresponding to the smartphone age and strengthening information security measures since April 2012.
The Department on Information and Communications Technology, Information and Communications Council deliberated the investigation results compiled by the Subcommittee and a partial report was received on November 28, 2012.

The MIC will swiftly improve related provisions, etc. in response to this partial report.
