Public Appeal for R&D Information on Technologies for Access Control Functions
1. Purpose and background
The National Public Safety Commission, the Minister for Internal Affairs and Communications (MIC) and the Minister for Economy, Trade and Industry (METI) have been officially announcing the state of R&D on access control functions based on the provision of Article 10, Paragraph 1 of the “Act on the Prohibition of Unauthorized Computer Access” (Act No.128 of 1999, hereinafter “Anti-Unauthorized Access Act”).
A public appeal for R&D information on access control functions which are to be published in materials for publication will be held. Information submitted will be published in materials officially announced by the three ministries and agency in order to use it as reference to the implementation of preventive measures against unauthorized access.

Article 10: The National Public Safety Commission, the Minister for Internal Affairs and Communications and the Minister for Economy, Trade and Industry shall officially announce the state of occurrence of unauthorized access acts and R&D on technologies related to access control function at least once a year to contribute to the protection of specific computers with access control functions from unauthorized access.

3. In addition to the provisions prescribed in the preceding two paragraphs, the government shall commit to raising awareness and spreading knowledge on the protection of specific computers with access control functions from unauthorized access.
2. Guidelines for public appeal
(1) Technologies subject to public appeal
The following six access control technologies are subject to the public appeal. The subjects of this public appeal relate to electronic access control of computers connected to the network and do not include physical security measures, etc.
1) Technology for detection of intrusion and for protection
2) Technology for vulnerability measures
3) Advanced authentication technology
4) Incident analytical technology
5) Technology for prevention of unauthorized programs
6) Other technologies for access control functions
Technologies subject to this public appeal are limited to those that are already complete and in actual use and do not include those in the middle of R&D.
In addition, projects implemented by the budget of the NPA, the MIC or the METI are excluded.
(2) Content of public appeal
Outline of access control technology, name of company that developed the technology and their contacts (phone numbers, website’s URL, etc.)
The content of public appeal is outline of access control technology and does not include the name of product.
(3) Method of public appeal
For when making application for the public appeal, please prepare (1) application form and (2) materials related to access control technology by the deadline in any of the following methods.
a. By post

In the case you send an application form, etc. by post, please submit recording media that stores electronic data such as materials related to (1) application format and (2) access control technology. Please be reminded that recording media, etc. received will not be returned.

January 10 (Thu), 2013, 5:00PM (submissions must be postmarked by this date)
(5) Matters to remember
a. The public appeal and official announcement will be made all in Japanese
b. If there is any error in the content of public appeal or there is anything inappropriate in line with the purport of official announcement, it may be excluded
from the subject of official announcement.
We may inquire for the content of description by phone according to circumstances.
3. Future plans
The content of information submitted by the deadline will be collated and officially announced by the three ministries and agency by March 2013.
This project for official announcement will be continuously implemented in next fiscal year and beyond based on the purport of the Anti-Unauthorized Access Act.
