Appeal for Opinions on “List of Recommendable Cryptographic Techniques for Procurement Activities by Japan e-Government (CRYPTREC Ciphers List)” (draft)
The Ministry of Internal Affairs and Communications (MIC) and the Ministry of Economy, Trade and Industry (METI) have evaluated cryptographic techniques used in e-government*2 through activities of CRYPTREC*1 and now created a “list of recommendable cryptographic techniques for procurement activities by Japan e-government (CRYPTREC ciphers list)” (draft) which is a revised version of the “e-Government Recommended Ciphers List” (officially announced on February 20, 2003).
An appeal for opinions on this draft list will be held from December 12 (Wed), 2012 to January 10 (Thu), 2013.

2. Outline
The MIC and the METI officially announced cryptographic techniques which were judged to have excellence in security and implementability as a result of objective evaluations made by CRYPTREC as the “e-Government Recommended Ciphers List” on February 20, 2003. This List includes ciphers selected from a viewpoint of secure use for at least ten years after its formulation. On the other hand, analysis techniques and attacking techniques against ciphers have been upgraded and the development of new cryptographic techniques has advanced.
In view of these circumstances, the MIC and the METI have evaluated cryptographic techniques through activities of CRYPTREC and created a “list of recommendable cryptographic techniques for procurement activities by Japan e-government (CRYPTREC ciphers list)” (draft) which is a revised version of the current “e-Government Recommended Ciphers List.”
The CRYPTREC ciphers list (draft) was considered from various viewpoints such as facility of procurement and dissemination and promotion of domestic ciphers as well as security, and shall consist of “e-government recommended ciphers list,” “recommended candidate ciphers list,” and “operational monitoring ciphers list.”

4. Future plans
The “List of Recommendable Cryptographic Techniques for Procurement Activities by Japan e-Government (CRYPTREC Ciphers List)” will be officially announced within FY2012 based on results of the appeal for opinions.
5. Reference information
*1 CRYPTREC: CRYPTREC refers to a project to evaluate ciphers jointly held by the MIC and the METI. This project aims to realize a secure IT society through evaluation and monitoring of security of e-government recommended ciphers and research and deliberations on appropriate methods of modulation and operation of cryptographic techniques. CRYPTREC is operated by the Advisory Board for Cryptographic Technology and the Cryptographic Scheme Committee, the Cryptographic Module Committee and the Cryptographic Operation Committee established under the Advisory Board.
*2 e-Government: e-Government aims to realize new administration by implementing works online which are currently conducted by documents or on a face-to-face basis between administrative organizations or between administrative organizations and the public and business operators with a view to sharing and utilizing information instantaneously beyond the boundaries of ministries and agencies and in an integrated manner between the central government and local governments through information networks. Japan is making efforts for promoting online administrative procedures and electronic provision of administrative information, optimizing services and systems, improving government procurement related to information systems and promoting information security measures under the cooperation among related ministries and agencies such as the MIC and the METI.
